Harmony is an open and fast blockchain built using the Ethereum Virtual Machine (EVM) compute model.  It touts fast transactions (mainnet supports 4 shards of 1000 nodes, producing blocks in 2 seconds with finality) along with low transaction costs relative to some other chains.  In addition to the base protocol layer Harmony also touts themselves as a strong Layer 2 scaling on Ethereum.  Harmony can connect with Proof-of-Work and Proof-of-Stake chains and, with their Effective Proof-of-Stake (EPoS), reduce centralization while supporting stake delegation, reward compounding and double-sign slashing.
