Code is law describes a set of ideas or ideals that advocate for a removal of any social law or consensus within a digital realm, striving for the world in which code is perfect and the only way to morally access actions of consciousness is code. If code allows it, it is allowed no matter by design or not.
In crypto it is usually brought into discussions around exploits to justify actions of a hacker or to condemn a bad written code.
